Welcome to this new version of the Oxfordshire Safeguarding Children Board Procedures Manual.
This update incorporates a number of additions and amendments which are summarised in the list below. The Contents List also highlights where additions and changes have been made.

As part of 1.7, Information Sharing Protocol, a link has been added to the Information Sharing of the DCSF Every Child Matters website which includes updated practice guidance for practitioners on information sharing, which was issued in October 2008
- At 1.9 in the Contents, Guidance on the Role of Dentists in Child Protection has been added via a link to the 'Child Protection and Dental Team' website
- Chapter 4.3, Bullying has been updated and new sections on cyberbullying and an anti-bullying resource list have been added
- Chapter 4.6, Children involved in Commercial Sexual Exploitation including Prostitution has been updated to include a link to the government guidance issued in June 2009 'Safeguarding Children and Young People involved in Sexual Exploitation
- Chapter 4.16, Disabled Children has been updated to include a link to the government guidance issued in July 2009 'Safeguarding Disabled Children: Practice Guidance
- Chapter 4.17, Fabricated or Induced Illness has been updated to take account of the change in Designated and Named Doctors
- Chapter 4.21, Safeguarding Children from Abroad has been updated to take account of changes in the legal framework
- The Contact Details Appendix has been updated

1. Display and Browser Options

2. Structure of the Manual
This Manual has been designed and published by Tri-X-Childcare for the Oxfordshire Safeguarding Children Board.
2.1 What is included
The Manual is designed to contain all policies, procedures and guidance for the Oxfordshire Safeguarding Children Board.
Policies, Principles and Values: The underlying Policy, Principles and Values of the Board are located in one chapter, see 'Values' (on the left hand side of the screen). All procedures and guidance in this manual should be read in the context of this chapter.
Procedures and Guidance: 'Procedures' summarise how managers and staff must act in given circumstances. 'Guidance' provides direction or advice to a decision or course of action.
Procedures and Guidance are located in individual 'chapters' which are available from a 'traditional' Contents List - accessible on the left hand side of the screen.
2.2 Using the Contents List
Chapters are grouped together as follows:
PARTS: The manual contains chapters categorised under a number of Parts, like 'Managing Individual Cases - Procedures',
CHAPTERS: In each Part, you'll find individual Chapters/Procedures e.g. 'Strategy Discussions'.
3. Amendments
The manual will be updated on a regular basis and when the updates are published, where there are chapters which are new or have been amended significantly, this will be indicated in the Contents List and at the top of the relevant chapter. A summary of the changes will also be included at the top of this Quick Guide.
The next update of the manual will be published in January 2010 and a meeting of the Procedures Sub-Group will be held on 1 December 2009 to plan what is to be included. 4. How to find a Chapter
Procedures and guidance are located in individual 'chapters' which are available from a 'traditional' Contents List - accessible on the left hand side of the screen.
Chapters are grouped together as follows:

CHAPTERS: In each Part, you'll find individual Chapters/Procedures e.g. 'Strategy Discussions'.
5.Terminology
We believe it is crucial to use consistent terminology, which we agree with individual customers, for example:
'Child' or 'Young Person' | both these terms are used to mean any child under the age of 18 |
'Parent' | means parent or person with Parental Responsibility |
'Regulatory Authority' | Regulatory Authority is the generic term used in this manual to describe the independent regulatory body responsible for inspecting and regulating services e.g. Ofsted. |
'Social Worker' | This means the worker allocated to the child/family. If there is no allocated worker, the duty social worker or unit manager is responsible. |
6. Keywords
For those users of the manual who may find terms that they are not familiar with, there is a large glossary (Keywords) of terms such as Significant Harm (Try it: click on the highlighted text). We call them 'Keywords'.
Many Keywords are highlighted in the body of procedures, but you can search for the Keyword you need by going to the Keywords Index, on the left hand side of the screen.
7. Printing
Each chapter now includes a print option so users will be able to print a chapter by clicking on the print icon.
However any chapters or sections which are printed are only valid until the next update of the manual is published and there will be a watermark to this effect on any printed chapters; the responsibility is on the practitioner to make sure that any printed copies are destroyed when the next update is issued.
8.Compliance
8.1 Regulatory Compliance
Every effort has been taken to ensure regulatory compliance. If you discover any errors or mistakes, please alert your manager or contact us.
8.2 W3C Compliance
This manual meets the double A Standards of the World Wide Web Consortium (W3C), for example, it can be accessed by people with high levels of visual impairment. To find out more, click on 'Display Options' on the left hand side of the screen.
