young familyWelcome to the third newsletter for the Early Intervention Hubs Development Project. This newsletter is for professionals who work with children and young people, and also for families, to help us keep everybody up to date with the progress on the hubs in Oxfordshire.

The Early Intervention Hubs Development Project is working to provide a single integrated early intervention service to children, young people and families with additional and complex needs.

Work is still on track for the seven hubs to be ready for 1 September 2011.

The hubs and satellites will be providing the same level of youth sessions as we currently deliver. Youth sessions will recommence in the week beginning 12 September, after the staff induction period, and will build up to the same level of provision over the following weeks.

Hub open days

An open day is being held at each hub to offer local partners, schools and children’s centres, as well as children, young people and families themselves, an opportunity to meet staff, understand how the hubs will work and become involved in the shaping and development of the service. Open days will run from 10am - 6pm with a short presentation being delivered through the course of each day at 11am, 1pm and 4.30pm. These sessions are open to all. You do not need to book - just turn up on the day:

The Witney Hub will not be open until the New Year, and temporary accommodation has been arranged at Thorney Leys. A briefing meeting will be held on 12 October 2011, 5 - 6.30pm at a venue in Witney. The presentation will be delivered at 5.45pm. Venue details to follow shortly.

Hub consultation and advice line for professionals

Each hub will operate a consultation and advice line which professionals can use to seek advice and support about vulnerable children, young people or families in their hub area. From 12 September, this consultation and advice line will be available Monday to Friday from 9am to 5pm. During busy periods, messages may need to be left on the answerphone and a member of staff will respond at the earliest opportunity. Due to staff induction between 1 and 9 September, urgent issues will be dealt with after 4pm each day.

Advice on safeguarding concerns

The consultation service already provided by Children's Social Care will continue. This service offers 'no names' consultations to staff working in universal services, through the Assessment Teams' duty desks or through identified link social workers and Locality Senior Practitioners. The aim is to support staff by allowing them to share their concerns and obtain advice and guidance in relation to children and young people where there may be child protection issues.

Outside Office Hours

For urgent safeguarding concern outside these hours, contact the Emergency Duty Team (EDT). EDT provides an out of hours social work response from 5pm to 8.30am, Mondays to Thursdays, and 4pm on Fridays until 8.30am on Mondays, plus bank holidays. EDT can be contacted via freephone 0800 833408.

Referral process

We have created a single request-for-service system with all partners and agencies, building on integrated assessment processes including Common Assessment Framework and Team around the Child/Young Person/Family to ensure processes make it easier to access services quickly. People making a referral to the early intervention service will be asked about the existing support in place for the family, and what additional services or support may be needed from the early intervention service to improve outcomes for the children, young people and families involved.

At the moment, Common Assessment Framework (CAF) and team around the child/young person/family documentation is sent to locality co-ordinators. From 1 September, it should be sent to the hub in the area where the child, young person or family lives. See boundary maps for further information.

It can be securely emailed to the relevant hub email address above or hand-delivered. The hub email inbox will be checked daily and CAFs will be reviewed by hub workers, who will contact the practitioner for discussion where appropriate.

Staffing update

The three Early Intervention Managers are working with the recruitment team and hub service managers on staffing for the new service.

A structure chart sets out the appointments, including tier levels. Recruitment is underway for the ten community hub workers and seven community hub support workers (both tier 6) working in each hub. Each hub will also have two administrators, an apprentice and a part-time caretaker/cleaner. Appointments will be made internally from local authority staff who are affected by the restructure of directorates. Where roles cannot be filled in this way, they will be advertised externally.

Early Intervention Service delivery themes

In addition to work on the individual hubs, there are also seven broad delivery themes. Leadership of all these themes by the hub service managers has been finalised:

  • early years development and parenting (Delia Mann)
  • health and well being (Annelies Henshall)
  • engagement in education, employment and training (Richard Savage)
  • youth and youth justice and anti-social behaviour (Sarah Burrows)
  • community development (Susan Blake)
  • workforce development (James Carter)
  • integrated processes (Helen Kilby)

Once the hubs open on 1 September, service managers will continue to work together to coordinate issues relevant to the whole service.
