Phase one

Detailed planning permission for 393 new homes and a renewable energy centre have been granted for Phase One of NW Bicester, subject to completion of a legal agreement. The first phase the NW Bicester development is located in North Oxfordshire between Lords Lane and the B4100.  

The proposals provide for outline consent for new employment, shopping, social and community facilities as well as a site for a primary school to form a local centre at the heart of a new eco-friendly ‘village’. Planning permission will unlock a significant investment from the Homes and Communities Agency in the delivery of 119 affordable homes as part of this phase of development.

Up to 400 new jobs will be created in the construction of Phase One Eco Bicester in cooperation with Bicester Town Council’s Job Club. Once the village has been built, the employment target is one job per household that can be reached within walking, cycling or public transport distance.

The application for the development was submitted by Barton Wilmore, planning and design consultancy on behalf or P3Eco (Bicester) Ltd, together with its development partner A2Dominion, leading architect-planners, Farrells with support from project engineering consultants Hyder Consulting.

Masterplan

A Masterplan is a comprehensive plan intended to guide growth and development of a community or region. It includes analysis, recommendations, and proposals for the community’s population, economy, housing, transportation, community facilities, and land use. It is based on public input, surveys, planning initiatives, existing development, physical characteristics, and social and economic conditions.

The NW Masterplan is currently being developed by a consortium facilitated by P3 Eco. The aim is to provide very high quality development of around 4600 homes led by economic development in Bicester. The latest plans are outlined this diagram. This is an emerging Masterplan and as with all Masterplans will change and develop before reaching a final draft.  P3Eco intend to submit the Masterplan towards the end of 2012.

Advanced infrastructure for Phase Two

Following approval of the Masterplan, phase two of NW Bicester will take place. This will mean the development of amenities, homes and green space in another area of the development. Before this development can take place the advanced infrastructure needs to be put in place, such as broadband, electronic networks and roads. The earliest this could start is 2012/13.

Building starts for Phase Two

Once the infrastructure is in place the building of the second phase of the development can start. The earliest this could be is 2013. A more accurate timeframe will be possible once the Masterplan is agreed.
